Consular legalization is applied to countries that have not signed the Hague Convention of 1961, which introduced the apostille certification procedure.


The UAE, unlike Russia and many other countries, is not a participant in the Hague Convention, which establishes the procedure for simplified legalization of documents by affixing an apostille and abolishes the requirement for consular legalization of foreign official documents, as of October 5, 1961.

Therefore, all documents issued in foreign countries, to be recognized for legal purposes in the UAE, must undergo the official legalization procedure through the Ministry of Foreign Affairs of the UAE and the embassy/consulate of the country of origin of the document. A similar procedure is used for the use abroad of documents issued in the UAE.

Attest the translated document at the Ministry of Justice (for some countries, a different procedure is established)

Attest the translated document at the Ministry of Foreign Affairs of the document`s country of origin
